This shiny event Magikarp was distributed to Pokemon Sun and Moon players who inserted a serial code given away at participating stores in select countries (Taiwan, Malaysia, Singapore, Hong Kong) to celebrate the Spring Festival. The serial codes to obtain this shiny Magikarp were redeemable from January 26 to February 6, 2017.
What makes this event Pokémon special?
This shiny Magikarp has learned the move Bounce, which it cannot normally learn. It also holds a Rare Candy, which when used from Level 19 to 20 will make it evolve to a formidable Gyarados with a unique attack move Bounce.
