What makes this event Pokémon special?
It knows Celebrate, a move not normally learned by Victini. It also has the event-exclusive move V-create, known to be learned by only two event Pokémon (the other one is Rayquaza). This is also the only Victini that knows such move. At a low level 15, it has already learned Reversal (normally learned at Level 33) and Stored Power (normally learned at Level 89).
