This event Mew can be caught in the game by players of Pokémon Emerald Version who received the Old Sea Map, a Japan-exclusive event item. Players can use the map to be able to take the ferry to Faraway Island and catch the Pokémon there.

Though the odds are very slim, this is the only way a legit, shiny Mew can be obtained in any game.
